FBI - Less Than 3% of Abused Children are Protected
Many obstacles occur, preventing abused children and adults from being protected by the legal system. It is very difficult to believe the horrifying research statistics, but believe it! Unfortunately, the research facts are true.
Hope For Children Foundation has known for many years that the governmental agencies charged with protecting our most innocent and valuable children are failing them at shocking rates. Hope For Children Foundation is working diligently everyday to help protect these children and adults against sexual assault and domestic violence.
We intend to level this charge by giving you facts, hoping this information will make your blood boil to the point you will stand up with us to make significant changes within our governmental system. We are Americans, not a third world country!

Total Child Population in Dallas County in 2005 = 659,361
20,479 Initial intake reports were made alleging abuse/neglect of children in Dallas County only, no other county.
19,068 Child abuse reports were assigned for investigation in Dallas County only.
12,304 Total Dallas County Child Protective Services investigations that were completed in Dallas County only.
3,329 Total of investigations confirmed by Dallas County Child Protective Services.
5,116 Dallas County Child Protective Services confirmed victims of child abuse/neglect in Dallas County only.
Facts Compiled in The Data Book reported from the Texas Department of Family and Protective Services
In the year 2005, the Dallas District Attorney’s Office filed and indicted 633 alleged offenders of child abuse cases. They disposed of 576 cases. 59 were dismissed for various reasons. 18 of these were victim related such as the victim recanting, couldn’t be found, etc… 415 were plea bargains without a trial, receiving anywhere from a misdemeanor against them to life in prison. The Dallas District Attorney’s Office did not have the statistics or the details of each plea bargain. Therefore, we could not pass the information on to you as this time. There were 87 jury trials resulting with dispositions and sentencing. The Dallas District Attorney’s Office rated their jury trial convictions with 87% percent success, meaning they convicted about 76 child abuse perpetrators.
In the Year 2004, the Dallas District Attorney’s Office filed and indicted 824 alleged offenders of child abuse cases. They disposed of 640 cases. 84 were dismissed for various reasons. 24 of these were victim related such as the victim recanting, couldn’t be found, etc… 464 were plea bargains without a trial, receiving anywhere from a misdemeanor against them to life in prison. The Dallas District Attorney’s Office did not have the statistics or the details of each plea bargain. Therefore, we could not pass the information on to you as this time. There were 66 jury trials resulting with dispositions and sentencing. The Dallas District Attorney’s Office rated their jury trial convictions with 80% percent success, meaning they convicted about 53 child abuse perpetrators.
2005 HFCF SUMMARY: 3% of 20,479 alleged abused children is about 614 children; 614 children were not protected. Clearly, in 87 child abuse/neglect cases, at least 76 abused children were protected = about .037% protected.
If a total of 491 alleged child abuse victims were protected in 2005, resulting with = 2.4% of the reported alleged child abuse cases to the Dallas County Child Protective Services, were protected by the Dallas District Attorney’s Office. This supports the FBI’s research: Less than 3% of abused children are protected..
